Plamen Stoilov was born in 04.04.1962 in the city of Ruse.
He is a graduate of “Vasil Levski” National Military University and of “Dimitar A. Tsenov” Academy of Economics. He holds a Bachelor’s degree “Transportation Engineer – Road and Bridge Design”, as well as a Master’s Degree in Industrial Economics.
His professional career starts in the security services system – he is initially appointed as a Reconnaissance Platoon Commander in 54th Engineer Regiment in the city of Svishtov, then he undertakes a 13-month training course for Military Counterintelligence operative and is an Officer at the Ministry of Interior. In the period 1988-1991 he serves in the Military Counterintelligence, section “Pleven”, and later he works as a Senior Inspector at the Security Service at the Ministry of Defence, Land Forces Department until 1999. In the next three years he is Sector Chief conducting the military counterintelligence in the units, sites and garrisons in Shumen, Razgrad, Targovishte, Ruse and Silistra regions. From 2007 until 2009 he works as a Protection Engineering Inspector at the Ministry of Emergency Situations, DG Civil Protection, Civil Protection Department – Ruse Region.
In 2009 is appointed Regional Governor of Ruse Region, occupying this position for two years.
At the end of 2011 he is a candidate at the elections for Mayor of Ruse Municipality and wins the trust of his fellow citizens. In 2015 on the basis of the successful governance and numerous implemented significant city projects, he is re-elected for a second term as a mayor in the first round of elections. He is a Chairman of the Managing Board of the Association of Danube River Municipalities “Danube” and participates in the management of the National Association of Municipalities in the Republic of Bulgaria.
